Expert on European affairs, on formulation, management and evaluation of public development policies, on regional planning and development and on negotiation and implementation of EU Structural Funds.
In 1979 he starts working as official at the Secretariat for European Integration, where he becomes later Director of the Department for Economic and Financial Affairs until the conclusion of the negotiation process for accession of Portugal to the European Community. In 1986 he is appointed Deputy Director-General of Regional Development in the Ministry of Planning. Between 1989 and 1995 he takes over the position of Director-General of Regional Development, responsible for the preparation of development plans, for the overall coordination of the negotiations and the implementation of EU structural funds in Portugal and for the direct management of several European Union programmes.
Early 1995 he opted for the private sector and since then pursues consulting activity in the area of planning and regional development and structural funds, both in Portugal and abroad, especially in Central and Eastern European candidate countries and, later, members of the European Union. It has been a consultant of the Portuguese administration, the European Commission, the World Bank and the United Nations Development Programme (UNDP).
Between 2013 and 2023, he managed the Calouste Gulbenkian Foundation’s programmes aimed exclusively at Portuguese Civil Society – Active Citizenship (2013-16) and Active Citizens (2018-24) – as well as the European Media and Information Fund, a fund that aims to combat online disinformation and promote media literacy in 32 European countries.
He has published several books and numerous articles in brochures and specialised magazines in Portugal and abroad in the areas of his specialisation.
